Indian Staffing Federation met with Hon’ble CEA and presented the Indian Staffing Federation’s Report on Flexi Staffing Industry Employment Growth - Sectoral and State Analysis- 2025. The discussions entailed a comprehensive overview of India's flexible (flexi) staffing sector under the tripartite model (workers, staffing companies, and clients) in line with ISF’s contribution towards facilitating formal employment through staffing industry and advocacy for GST rate reduction. ISF apprised Hon’ble CEA on the recommendation letter from Deputy CM Maharashtra to Hon’ble FM, GoI on GST matter, terming it as “constructive step towards fostering formal employment and improving industry competitiveness.” Hon’ble CEA suggested that the staffing industry should monitor the implications of new tax regime and thereafter ISF to re-evaluate their ask to the Government.

Indian Staffing Federation (ISF) presented the case for reducing the Goods and Services Tax (GST) from 18% to 5% for employment industry.

The discussion encompassed the importance of GST Rate reduction to allow more companies to consider adopting formal employment practices and enable industries to shift from Informal structured employment models.

Hon'ble Finance Minister Smt Nirmala Sitharaman and Chief Economic Advisor Shri V. Anantha Nageswaran presented the Economic Survey 2023-2024 that published, 'The rising employment of flexi workers through staffing companies can be a channel for ensuring social security for informal workers, as briefed in Box VIII.4 '- page 298 (Graphs from Indian Staffing Federation Research).

LabourCodes implementation and challenges that can be resolved through national/state licence for staffing industry enhancing ease of doing business.
Indian Staffing Federation invited for pre budget consultation : Hon'ble Finance Minister, Smt Nirmala Sitharaman on Employment and Skilling
ISF was invited for pre-budget consultation among 10 representatives in the country, to deliberate on Employment and Skilling. ISF recommendations highlighted the need for recognition of Employment services under merit services. Thus, applicable GST Rate on employment service to be considered at 5% allowing more industries to consider adopting formal employment practices.

Indian Staffing Federation launched its paper India@ Work: Vision Next Decade, outlining key strategies and goals for the staffing industry in the next decade. The report emphasizes the need for collaboration and innovation to drive sustainable growth. With the support and participation of various stakeholders, including trade unions and corporate users, the launch of this Vision Paper marked a crucial step towards achieving a more formalized and organized employment in India. The event was attended by representatives from trade unions, corporate user companies, and media, who all recognized the need for formalization which can happen through the staffing industry, and the potential for our industry to play a significant role in shaping the future of work in India.

Industry Demand Led Skilling with Employment linkage by Staffing Companies project (specially for aspirational and focus districts). In a collaborative and impactful initiative aimed at bolstering India's skill ecosystem, the National Skill Development Corporation (NSDC) and the Indian Staffing Federation (ISF) with its member staffing companies, have united to spearhead industry demand-led skill training and employment generation for the nation's youth for ~250 million jobseekers from aspirational districts.
